Gov. Pat Quinn has signed legislation sponsored by Sen. Althoff that creates special courts for veterans accused of nonviolent crimes.

The measure, House Bill 5214, specifically creates the Veterans and Servicemembers Court Treatment Act, aimed at veterans who suffer from substance abuse disorders, Post-Traumatic Stress Syndrome and other mental health issues.

Veterans and service members are eligible to participate after an eligibility screening and assessment is undertaken prior to acceptance into the program. In addition, the prosecutor and court must green-light the veteran’s eligibility.
